2026 Elections: VA Mortgage Rates, Taxes & Home Prices

THE DIRECT ANSWER

The November 3, 2026 midterm elections do not directly set VA mortgage rates, property taxes or home prices. Election news can influence bond markets, while subsequent federal, state and local policy decisions may change housing costs and assistance programs. VA loan rates remain lender-priced, property-tax relief depends on state or local rules, and home values depend heavily on local supply and demand. Veterans should compare actual loan offers, verify local tax changes and budget for multiple rate scenarios before deciding to buy, sell or refinance. [1] [3] [15]

THE BOTTOM LINE UP FRONT

Do not buy, sell or refinance solely because of an election prediction. Watch verified changes to Treasury yields, actual lender quotes, local ballot outcomes and housing inventory. A favorable price, affordable payment and dependable timeline matter more than guessing the next headline.

Who Actually Controls Housing Policy?

Federal, state, and local authority

The 2026 elections choose a new Congress and many state and local officeholders, but neither a congressional race nor a local ballot result automatically changes the terms of an existing VA mortgage. The November 3 election is a midterm, not a presidential election, and any new law must pass through the applicable legislative or local process. [1] [2]

Which level of government can influence housing costs?
Decision or Market Factor Who Has Primary Control? What a Veteran Should Check
VA loan interest rate Private lenders, responding to capital markets Current lender quotes, APR, points and rate lock
Federal funds target Federal Open Market Committee Fed decisions, inflation and bond yields, not campaign slogans
VA eligibility and statutory fees Existing federal law; legislative and agency processes for changes Published VA rules and effective dates
Property-tax levies and exemptions State law, local taxing bodies and local-option rules County assessor, school district and certified ballot results
Home values Buyers, sellers, supply, financing costs and local conditions Recent sold comparables, days on market, price reductions
Veterans housing assistance Federal or state programs depending on the program Actual authorization, appropriations, eligibility and funding availability

How Could the Election Affect VA Mortgage Rates?

Bonds, inflation, lender pricing

Election news can move VA mortgage offers by changing how bond investors assess inflation, economic growth, federal borrowing and policy uncertainty. The direct market mechanism is Treasury yields and mortgage-backed security pricing, not a political party setting a VA rate. The VA itself does not prescribe an interest rate for VA-guaranteed loans. [3] [4] [5]

Short-Term Election Reaction

A surprise result may move Treasury yields within hours as investors reprice future policy. The direction and duration cannot be known in advance.

Longer-Term Inflation and Debt

Inflation expectations, fiscal policy, deficits and Treasury issuance can affect the compensation investors demand for long-term bonds.

Mortgage Spread and Volatility

The gap between Treasury yields and consumer mortgage rates can widen or narrow due to mortgage-backed security demand, risk and rate volatility.

The Actual VA Quote

Private lenders set pricing based on your credit profile, loan structure, market conditions and pricing choices. Compare VA loan rate quotes rather than substituting Freddie Mac’s conventional average.

Why a Federal Reserve Rate Cut Does Not Guarantee a VA Rate Cut

The Federal Reserve primarily targets an overnight interest rate. Fixed 30-year mortgages are longer-term obligations whose pricing reflects future rates and risk. A move by the Fed may already be anticipated by markets; mortgage offers can even rise after a Fed cut if bond yields or mortgage spreads rise. [7] For more context, see how Fed decisions affect VA mortgage rates.

03 / 2026 ELECTION & HOUSING

What Is the Housing Market Baseline in November 2026?

Real rate and price benchmarks

The latest national housing benchmarks available on Election Day show high mortgage borrowing costs and modest national price appreciation. These are reference points, not forecasts or guaranteed VA loan terms. Local markets can diverge sharply from national averages. [6] [8] [9]

Published pre-election housing benchmarks
Indicator Latest Verified Figure How to Read It
Freddie Mac 30-year fixed conventional average 7.24%, October 29, 2026 Applies to Freddie Mac’s conventional survey, not a VA-specific quote
Freddie Mac 15-year fixed conventional average 6.60%, October 29, 2026 Different loan type and term; not a prediction for Veterans
FHFA repeat-sales home-price index +2.4% year over year, August 2026 Official nationwide index, released October 27
NAR median existing-home sale price $417,500, September 2026 Transaction median, not the value of a particular Veteran’s home
NAR existing-home inventory 1.60 million, September 2026 About 4.8 months of supply nationally

FHFA’s October report showed annual regional changes ranging from +0.5% in the Mountain division to +4.4% in the East North Central division. That spread is why a local comparable-sales review is more useful for pricing a home than a national election forecast. [8]

What These Figures Do Tell You

The market enters Election Day with high financing costs, measured price growth and a meaningful number of homes for sale. Run your budget on today’s terms.

What These Figures Do Not Tell You

They cannot tell you whether your preferred ZIP code will rise or fall next month, whether a seller will concede closing costs or whether your VA rate will beat a particular benchmark.

Can the Election Change Property Taxes for Veterans?

Assessments, levies, local options

State legislatures and local governments can change property-tax systems, while some tax-related proposals go directly to voters. The election does not automatically change a Veteran’s disability rating or confer a homestead exemption. Taxes reflect assessed value, applicable millage or rates, exemptions and the rules of each taxing jurisdiction. [15] [16]

Local Levies and Bonds

Where law permits, school or municipal measures can authorize spending or borrowing that affects future local tax bills. Check whether a measure changes rates, bases, caps or only authorizes debt.

State Exemption Laws

Legislatures may amend service, disability, income, ownership or filing requirements. The new rules apply only after the relevant effective date and local adoption where required.

Reassessment and New Ownership

A home’s taxable value may change after purchase under local law. Never use the seller’s tax bill as your final estimate without checking the assessor’s treatment of transfers.

Two Real Examples of Why Geography Matters

Texas: eligible Veterans awarded 100% service-connected disability compensation based on a 100% rating or individual unemployability may receive a full exemption on their residence homestead under Texas Tax Code §11.131. Filing and ownership conditions still apply. [15]

New York: a new exemption for certain permanently and totally disabled Veterans is a local option, not an automatic statewide exemption. The New York Tax Department says qualifying localities may elect to offer it for applicable taxable status dates beginning October 1, 2026. [16] For details, review the New York Veteran property-tax exemption guide.

Could Congress Change VA Loan Benefits?

Current rules versus proposals

The 2026 midterms do not erase existing VA loan eligibility, entitlement, funding-fee exemptions or a borrower’s locked mortgage rate. Congress can propose or enact changes affecting federal housing programs, but Veterans should use the rules in force at application and closing until an official change takes effect. [10] [11]

Existing VA benefit versus possible policy proposal
Item What Is True Today What Might Change Only With Proper Authority
VA purchase mortgage Eligible borrowers use private lenders; some can buy with no down payment and no monthly PMI. Statutory eligibility, appropriations and selected program terms could change through formal action.
VA funding fee Published VA schedule and exemptions apply; many borrowers receiving qualifying disability compensation are exempt. A proposed reduction or extension is not operative until enacted and effective.
Credit score VA sets no universal numeric minimum; lenders may impose overlays. Lender policies and applicable regulations might change, but an election itself does not.
VA entitlement Used and remaining entitlement is determined under existing VA rules. Any statutory or regulatory change requires an identifiable effective date.
BAH and Military pay Allowances come from separate statutory and DoD processes. Later budget and compensation actions can affect income, not instant election-night loan eligibility.

For the current VA requirements, review VA loan eligibility, underwriting and property rules, the VA funding fee calculator and exemptions, and how VA loan entitlement works. A policy speech or pending bill is not an approval letter.

Will Home Prices Go Up or Down After the Election?

Inventory and local conditions

Home prices may respond indirectly to elections if the outcome changes financing conditions, future supply or buyer confidence. But no reliable rule says a particular party winning Congress automatically raises or lowers house prices. The bigger question is whether qualified demand grows faster or slower than available homes in your market. [8] [9]

Demand: Buyer Purchasing Power

Lower mortgage rates can enable additional buyers to bid. Higher rates tend to restrict monthly affordability, although the response varies with income and inventory.

Supply: Zoning, Land and Construction

Local rules, construction costs, builder financing, land availability and infrastructure shape future listings. Policy effects can take years to reach completed homes.

Location: One ZIP Code at a Time

Base moves, PCS schedules, job growth and school boundaries may matter more than the national election for a particular Military household.

Seller Competition

Check inventory, days on market, seller concessions and price cuts over the last 30 to 90 days, not just the asking price or an election headline.

What Could Make the Price Effect Counterintuitive?

If rates fall, a buyer’s monthly payment may improve, but greater competition can lift prices and absorb some of the savings. If rates rise, sellers may offer more concessions or lower asking prices, especially when inventory is high. Both outcomes are conditional, and either can be overwhelmed by local supply conditions.

Signals to monitor locally
Market Signal Buyer Interpretation Seller Interpretation
Inventory growing, prices cutting More negotiation room, but inspect property and financing Price against recent closed sales, not stale listings
Inventory tight, bids increasing Prepare documentation and strong but safe terms Avoid overpricing that jeopardizes appraisal
Rates falling, new listings still scarce Payment savings may come with more bidding competition Consider timing and likely buyer pool
Rates rising, home still highly desirable Negotiate seller-paid costs or price Offer credible concessions without assuming rates will drop

Which 2026 Housing Ballot Measures Matter?

California example and local tests

Some 2026 ballots contain specific housing proposals that can affect Veterans more directly than a congressional race. Read each measure’s official ballot text, funding terms and effective date; a proposal is not a funded or available mortgage product on Election Day. [17] [18]

California Proposition 1: Housing Bonds

California’s official 2026 guide describes a proposed $11.25 billion state bond authorization for housing-related purposes, including $1.25 billion for state-funded mortgages for California Veterans. Passage alone would not mean every Veteran immediately qualifies or receives money.

California Proposition 37: Buyer Loan Proposal

The official ballot list also includes a measure proposing a loan program for eligible middle-income buyers of certain new homes. Eligibility and final implementation must be evaluated from the adopted law and implementing agency, if approved.

Both examples are included because the official California Secretary of State listed them for November 3, 2026. This article does not claim an election-night outcome. Review the official measures and subsequent certified results before changing a buying plan. [17] [18]

How Much Could Rates and Taxes Change a VA Payment?

Worked examples with real math

A rate change affects principal and interest, while a tax change affects the tax portion of housing cost. Both matter for cash flow. The tables below are hypothetical amortization examples, not 2026 VA quotes or predictions of how the election will move rates.

Hypothetical $350,000 mortgage, 30-year fixed, principal and interest only
Illustrative Rate Monthly Principal & Interest Difference From 7.00%
6.50% $2,212.24 -$116.32 per month
7.00% $2,328.56 Baseline
7.50% $2,447.25 +$118.69 per month

All rows assume a constant $350,000 principal, 360 monthly payments and no financed funding fee. They exclude insurance, property taxes, HOA dues and other costs. A real VA loan may have a different quoted rate, APR, loan balance, first payment and closing costs. Compare current offers using VA mortgage rates and calculators.

Hypothetical property-tax change on the same home
Example Annual Tax Change Monthly Housing-Cost Change
Local effective rate rises from 1.50% to 1.70% on $350,000 taxable value +$700 +$58.33
Approved $50,000 taxable-value exemption at an illustrative 1.50% rate -$750 -$62.50
Fully exempt $350,000 taxable value at an illustrative 1.50% rate -$5,250 -$437.50

The tax figures assume a simple rate multiplied by taxable value, without special assessments, exemptions already in place, caps or reassessment effects. The local taxing authority may calculate the bill differently; a $50,000 exemption is a taxable-value reduction, not a $50,000 cash credit.

First-Time VA Buyer

A 0.50 percentage-point change on a $350,000 illustrative loan moves principal and interest by roughly $116 to $119 per month around a 7.00% baseline. Verify VA pre-approval using today’s quote and your own property-tax estimate.

Disabled Veteran in an Exemption State

An approved full homestead exemption can be worth more than a modest rate move, depending on property value and local taxes. The lender may require documentation before reducing estimated escrow.

Seller Offering Price Concessions

A hypothetical $10,000 price reduction on a 30-year loan at 7.00% reduces principal and interest by about $66.53 a month. Compare this with seller-paid closing costs or temporary buy-down terms.

Repeat VA Buyer With Limited Entitlement

Full versus partial entitlement changes potential cash requirements even if your mortgage rate is attractive. Recalculate remaining VA entitlement before relying on a $0-down assumption.

09 / 2026 ELECTION & HOUSING

Should a Veteran Buy Now or Wait?

Scenario-based buying decisions

Veterans should buy when the home and total payment fit their finances and Military timeline, not because they expect one election outcome to produce cheap mortgages. If an affordable home meets your needs and you have sufficient emergency reserves, waiting solely for a predicted rate drop may expose you to different prices and inventory later.

Decision matrix for VA buyers after November 3, 2026
Situation Reasonable Next Step Main Risk to Test
PCS or report date in 60 to 120 days Start pre-approval and local shopping now; maintain a realistic closing buffer A late closing, appraisal issue or household move cost
Stable household and a payment under budget Compare lender quotes, home prices and seller credits Overpaying relative to comparable sales
Income uncertain or very little cash after closing Consider waiting while improving reserves and debt position Maintenance, insurance and unexpected expenses
Eligible disabled Veteran with possible local tax relief Confirm exact approval and timing with the assessor before using it in budget Assuming a $0 tax bill before it is granted
Considering “buy now, refinance later” Make sure the payment is affordable permanently without refinancing Future refinancing rates and savings are not guaranteed

For a longer framework, compare whether to buy a home now or wait for VA rates. Your actual debt-to-income ratio and residual-income position should drive the borrowing decision more than political timing.

10 / 2026 ELECTION & HOUSING

Should a Veteran Sell or Offer a VA Assumption?

Seller strategy and entitlement risk

A Veteran selling a home should price against current comparable sales and local demand, not the expected election winner. A low existing VA mortgage rate may create another selling option: a qualified buyer may be able to assume the existing VA-backed loan with servicer approval, subject to rules and the buyer funding the seller’s equity. [20]

Sell With Conventional Market Exposure

Set the listing price against recent closed comps, prepare for appraisal or inspection concerns, and compare the cost of a concession with an actual price reduction. See selling to a VA buyer.

Offer an Existing VA Loan for Assumption

A buyer may be attracted to an older low note rate, but qualification, processing and equity funding can be challenging. Review the VA loan assumption calculator and rules.

Protect Your VA Entitlement

A seller’s release of personal liability is not the same as a substitution of entitlement. Without qualifying substitution, the seller’s entitlement may remain tied to the assumed loan.

Plan the Move and Next Purchase

Coordinate sale proceeds, possible entitlement restoration and any new VA purchase. A PCS move can create a real deadline even when market timing is uncertain.

Worked Assumption Example

A home sells for $430,000 with $280,000 remaining on an older VA mortgage. The buyer generally must bridge a $150,000 equity gap before transaction costs, possibly through cash or allowable secondary borrowing. Even an attractive assumed rate may not work if the buyer cannot cover that gap or meet underwriting conditions. A qualified Veteran buyer may be able to substitute entitlement, subject to VA requirements.

Seller decision under shifting rates
What You Have Potential Strategy Confirm Before Contract
Low-rate assumable VA mortgage Market the assumption option as a specific financing feature Servicer process, timing, release and entitlement
Significant equity with limited buyers Evaluate realistic price and seller-paid cost concessions Net proceeds and comparable sold prices
New PCS home purchase pending Start COE and entitlement work early Timing of sale, restoration and qualified new purchase

What Should Veterans Do After Election Day?

30- and 90-day action steps

The next 30 to 90 days are best used to confirm decisions with actual market and legal data. React to a published rate quote, certified ballot outcome or official program rule, not a headline or a promise made during a campaign.

1Recheck financingCompare VA quotes and APR
2Confirm tax statusAssessor, levies and exemptions
3Price the propertyLocal comps and supply
4Test cash flowRate, tax and insurance stress test
5Protect closingRate locks and contract timelines
Election-week and post-election VA mortgage checklist
Timing Action Evidence to Keep
Within 7 days Request at least two comparable VA purchase or refinance estimates; ask about locking and points Loan Estimates and rate-lock policy
Within 14 days Check local certified results and official tax / housing program sites Ballot language, ordinance and effective date
Within 30 days Get current tax estimate and verify Veteran exemption eligibility Assessor printout or eligibility confirmation
Within 30 days Review comparable sales and listings near target Military base or PCS destination Sold comps, days on market and concessions
Within 60 to 90 days Refresh pre-approval and recheck debt, insurance, reserves and contract dates Updated lender package and closing calendar

Already Have a VA Mortgage? Consider an IRRRL Only When the Math Works

An Interest Rate Reduction Refinance Loan (IRRRL) may help an eligible existing VA borrower reduce payments or obtain more stable fixed-rate terms. It is a replacement loan, not a free reset triggered by an election. VA advises comparing expected monthly savings with the closing costs and other terms. [19]

Example: If an eligible refinance would save $125 monthly but costs $3,750 out of pocket in true refinance expenses, a simple cash-cost breakeven is 30 months ($3,750 ÷ $125). That ignores financed-cost effects, changes in principal, term resets, tax consequences and the timing of sale. Check VA IRRRL closing costs before applying.

Frequently Asked Questions

Direct answers to common searches

These answers distinguish confirmed 2026 rules from potential market responses. Recheck official sources after election results are certified and whenever new policies become effective.

Will VA mortgage rates drop after the 2026 elections?

No one can know in advance. Election results can change bond-market expectations, but mortgage rates also respond to inflation, economic data, Treasury yields and mortgage-backed security pricing. VA loan rates are negotiated with private lenders.

Can Congress lower VA loan rates after the midterms?

Congress can change laws that affect housing finance, but it does not set a universal VA mortgage interest rate. VA does not prescribe VA-guaranteed loan rates; individual lenders price offers.

Will a new Congress cancel the VA home loan program?

The election itself does not cancel the existing program. Any proposed statutory change would require the applicable legislative process and effective date. Base decisions on published VA rules, not campaign statements.

Do the 2026 elections change VA loan eligibility?

Not automatically. Current VA eligibility, lender underwriting, occupancy and entitlement provisions remain applicable unless official changes take effect.

Will my property taxes rise after Election Day?

Only if applicable tax law, levies, assessment values or exemptions change under the rules for your property. Election results alone do not change the amount due. Ask the local assessor how any adopted measure applies.

Does a 100% VA disability rating always mean no property tax?

No. Property-tax benefits are state- and sometimes local-program specific. Texas offers qualifying 100%-compensated Veterans a residence-homestead exemption; New York’s new P&T exemption is locally optional.

Can I use a proposed property-tax exemption to qualify for a VA loan?

Do not assume so. The lender may require evidence that the exemption is effective and applies to the specific property. Until confirmed, budget conservatively using current taxes.

Will house prices fall if one party wins Congress?

There is no dependable one-party price rule. Prices depend heavily on local jobs, inventory, mortgage financing, migration, zoning and buyer competition.

Is the Freddie Mac 7.24% rate a current VA loan rate?

No. The October 29, 2026 figure is Freddie Mac’s national 30-year conventional mortgage survey average. It is not a lender quote for a VA-guaranteed loan.

Should I buy a home before election results are final?

Only if the price, current financing, closing schedule and total housing payment work without relying on a future rate cut or policy change. Waiting may alter prices and inventory in either direction.

Should I lock my VA interest rate during election week?

Evaluate your contract deadline and lender’s lock terms. A rate lock can reduce uncertainty but may involve costs or limit gains if rates fall. Compare written Loan Estimates and lock policies.

Can I sell my home by offering my low VA mortgage rate?

A qualified buyer may be able to assume an existing VA loan with appropriate approval. The buyer must satisfy qualification and equity-gap needs; the seller should obtain a release of liability and understand entitlement consequences.

Can I refinance a VA mortgage if rates fall in 2027?

Possibly. Eligible borrowers may consider a VA IRRRL or another suitable refinance if the savings justify all costs. Lower future rates and approval are not guaranteed.

Does a California housing ballot measure automatically grant a Veteran loan?

No. Even if a measure authorizing housing funding passes, program funding, implementation, borrower eligibility and an application process may still be required. Check official program notices.
